    Neil Parkin, Leader of Adur District Council, has taken over the Chairmanship of the Greater Brighton Economic Board today (14th July 2015) for the coming year as part of the annual rotation of chair across each partner local authority.  Here, he takes a few moments to outline his vision for the Partnership over the next twelve months and what he personally hopes to achieve from the Chair.

     “The Greater Brighton Economic Board isn’t an organisation that many will know yet,” Neil says, “but we are already seeing its effects across the region.

    “As representatives of all of the key sectors in the Greater Brighton area, the 16 partners aim to establish the area as the most successful economy in the South East, delivering a range of meaningful economic growth projects.  Adur and Worthing Councils are key members, and we have already received funding to the tune of over £18million from the Board and Local Growth Fund through the Coast To Capital Growth Deal.

    “This funding is driving forward significant flood defence projects in Shoreham to protect homes and businesses for generations to come; the Advanced Engineering Centre, based at the University of Brighton’s Moulsecoomb campus and partnered with Ricardo, is already nearing construction and will dramatically influence our region’s technical skills; and Worthing’s Connectivity Public Realm Scheme, in conjunction with the investment prospectus work lead by West Sussex County Council, will revolutionise the town centre - driving footfall and investment.

    The Greater Brighton city region as a whole has successfully secured over £95m in local growth funding for regeneration and infrastructure projects, from Newhaven in the East to Burgess Hill in the North.

    “None of this would be possible without strategically looking outside of our borders as District and Borough Authorities, identifying key opportunities to form strong partnerships and maximising the impact of growth opportunities for our communities,” Neil continues.

    “As a former Vice Chairman for the Area Investment Framework (a SEEDA initiative), I believe that I have a deep understanding of the whole Greater Brighton region, its communities, its businesses and its unique opportunities for significant economic and social growth.

    “Over the next year, I am keen to see the Economic Board increase its share of voice in policy debates and decisions at a national level, leading the way in partnership economic development initiatives.  At a local level, I want to help the Board forge meaningful connections with local businesses and communities - whether that’s through establishing a website to share important news, or by increasing the profile of the Board through the media.  It will also be important to identify opportunities to unlock the potential of the natural assets of the South Downs National Park to deliver sustainable development for the region.

    “I am determined to help the Board support common economic objectives that benefit our communities and businesses across the wider sub regional area which includes Adur & Worthing; Lewes; Mid-Sussex and Brighton and Hove.”

    Supporting Neil’s Chairmanship is Andrew Swayne, Chairman of the Adur & Worthing Business Partnership and senior manager at global engineering and environmental consultancy, Ricardo.  Neil and Andrew worked together on the Area Investment Framework board.

    Andrew says: “I look forward to working with Neil as this year’s chair and share his vision. The first year has been exciting and set good foundations for further development. We now need to make and win the case for the next series of projects and ensure we have a place round the national table to more devolved funding for our economic growth.”

    Neil takes up the Chair of the Greater Brighton Economic Board on 14th July 2015 for a one year term.

    Ropetackle Arts Centre Need YOUR Help!

    Ropetackle Arts Centre will be running a National Lottery funded community Outreach project in the Autumn. This funding will cover free workshops with various community groups across Adur as part of Ropetackle's developing outreach work. 

    They are looking for a further £1500 to hire a stage and marquee for an outdoor community engagement performance on October 17th 2015. 

    This will include community groups and schools from across Adur performing with the band Hope & Social in a project entitled,

    June 2015 Budget Update

    Income Tax

    Income tax rates

    The income tax rates applying from 6 April 2015 are:

    • Basic Rate 20%
    • Higher Rate 40%
    • Additional Rate 45%
    • Marginal Rate 60% (due to withdrawal of the personal allowance)
    • Dividend Rates 10%/32.5%/37.5%

    The rates are to remain unchanged for 2016/17 except for dividends (see below)

    Income tax personal allowances

    From 6 April 2015, the personal allowance for individuals born after 5 April 1948 remains at £10,600 rising to £11,000 in 2016/17 and £11,200 in 2017/18.

    The basic rate limit remains at £31,785. The limit will then increase to £32,000 for 2016/17 and £32,400 for 2017/18.

    Changes to the taxation of dividends

    The Chancellor announced a major overhaul of the taxation of individuals receiving dividends. Currently, a tax credit of 10% of the gross dividend is available, with dividend tax rates of 10% for basic rate taxpayers, 32.5% for higher rate and 42.5% for additional rate taxpayers. Under new rules applying from 6 April 2016, the government will abolish the dividend tax credit and replace it with a new dividend tax-free allowance of £5,000 per year. Dividend income above that amount will then be charged at 7.5% for basic rate taxpayers, 32.5% for higher rate and 38.1% for additional rate.

    Rental profits for individual landlords – restriction of tax relief on finance costs

    The Chancellor announced a restriction of income tax relief for finance costs on residential properties to the basic rate. These include mortgage interest, interest on loans to buy furnishings and fees incurred whilst taking out or repaying mortgages or loans. Currently, taxpayers can claim full relief against these expenses at their marginal rate of income tax.

    The restriction will be introduced gradually as follows:

    • from 6 April 2017, 75% of finance costs can be claimed fully as currently allowed, with the remaining 25% being available as a basic rate deduction;
    • from 6 April 2018, 50% can be claimed fully, and 50% as a basic rate deduction;
    • rom 6 April 2019, 25% can be claimed fully, and 75% as a basic rate deduction;
    • from 6 April 2020, all finance costs to be claimed as a basic rate deduction.

    Rental profits for individual landlords – abolition of wear and tear allowance

    Landlords of furnished residential properties are currently able to claim a 10% wear and tear allowance. The government announced that from 6 April 2016, this would be scrapped and replaced with a new system enabling landlords to only deduct the costs they actually incur. We await further details as to the mechanics of the proposed new system.

    Increase in rent-a-room relief

    Rent-a-room relief provides a tax-free annual allowance for individuals renting out one or more rooms in their only or main residential property. This annual amount has remained at £4,250 for many years. The Chancellor announced that this would be increased to £7,500 per year from 6 April 2016.

    Employment Tax

    Employment allowance

    This is to be increased to £3,000 per employer from April 2016 but will not apply for companies where a sole director is the only employee. The exemption for one-employee companies will not apply until April 2016 so the allowance for 2014/15 and 2015/16 will remain claimable.

    Other changes

    There will be further consultation and discussion papers issued on a number of employment tax related areas:

    • home to work travel for employees using intermediaries such as personal service companies and agencies;
    • Unfunded Employer Benefit Schemes (EFURBS);
    • termination payments and their specific tax rules;
    • simplification of the current travel and subsistence rules.


    Capital Gains Tax (CGT)

    As announced in the 2014 Autumn Statement, the CGT annual exemption is set at £11,100 for 2015/16. The exemption for trustees is £5,500 for 2015/16.

    The CGT rates for 2015/16 remain the same at 18% for basic rate taxpayers and 28% for higher and additional rate taxpayers.

    Entrepreneurs relief: restricting unfair tax advantages on incorporation

    As announced in the Autumn Statement, sole traders and partners can no longer be able to claim ER on the disposal of the goodwill in their business to their wholly owned company when they incorporate.


    Corporation Tax

    Corporation tax rates

    Corporation tax remains at 20% until 1 April 2017 when it will reduce to 19% and then reduce further to 18% from 1 April 2020.

    Annual investment allowance

    The current Annual Investment Allowance of £500,000 will be permanently reduced to £200,000 from 1 January 2016. It was announced in the last budget that this was expected to reduce to £25,000 from 1 January 2016.

    Restriction of corporation tax relief for amortisation of goodwill

    Currently goodwill purchased by a company on the acquisition of a business is relieved for tax purposes as it is written off in the accounts. There is no parallel relief if the company acquires shares in another company rather than acquiring the business and assets.

    Tax relief for acquisitions of goodwill and customer-related intangible assets is now withdrawn, for accounting periods beginning on or after 8 July 2015, except for acquisitions made before that date (or under an unconditional obligation entered into before that date).


    Savings

    From April 2015, individuals will not have to pay tax on interest income if their taxable income is less than £15,600.

    From April 2016, a new tax free personal savings allowance will be introduced of £1,000 for basic rate tax payers and £500 for higher rate tax payers. Additional rate tax payers (whose taxable income exceeds £150,000) will not be eligible for the personal savings allowance.

    From April 2016, banks and building societies will stop automatically deducting basic rate (20%) income tax from the interest earned on savings held outside of an ISA.


    VAT

    VAT rate

    The basic and reduced rates of VAT remain unchanged at 20% and 5% respectively.

    VAT Registration Limits

    The VAT registration threshold remains at £82,000 with effect from 1 April 2015.

    The deregistration threshold remains at £80,000 with effect from 1 April 2015.

    Inheritance Tax (IHT)

    Additional nil-rate band

    There is to be an extension to the inheritance tax nil-rate band to enable family homes to a value of £1 million to be taken outside the scope of inheritance tax (IHT). The additional main residence nil-rate band starts at £100,000 from 6 April 2017 and increases to £175,000 from 6 April 2020. This means for a couple, an effective IHT threshold of £1m. A taper will apply of £1 for every £2 over £2 million. The existing nil-rate band remains at £325,000 from 2018/19 to the end of the 2020/21 tax year, after which it will be increased by the consumer price index.

    The enhanced relief is available where a residence is passed on death to a direct descendant, being broadly defined as a child (step-child, adopted or fostered) or grandchild classified as the lineal descendants of the child.

    The additional relief is limited to one residential property but personal representatives can nominate the property to which the relief should apply where more than one property is comprised in the estate. However, a property which was never used as a residence of the deceased, such as a buy to let property, will not qualify.

    Any unused additional main residence nil-rate band will be transferable to a spouse or civil partner where the second death occurs on or after 6 April 2017 irrespective of the date of the first death.

    The additional main residence nil-rate band will be available when a person downsizes or ceases to own a home on or after 8 July 2015 and assets of an equivalent value, up to the value of the additional nil-rate band, are passed on death to direct descendants


    National Insurance Contributions

    As from 6 April 2015 the Employees rate of NIC will continue to be 12% and the Employers rate will remain unchanged at 13.8%.

    Coast to Capital is disappointed by the decision of the Davies Commission to recommend expansion at Heathrow Airport rather than at Gatwick, but has welcomed the Commission's conclusion that Gatwick is a plausible and credible solution to the need for expanded airport capacity.

    Ron Crank, Chief Executive said: "We hope the Government will now make a rapid decision as we echo Sir Howard Davies’ view that a prolonged delay will damage the UK's competitive position. The Commission has re-confirmed that additional airport capacity will lead to an increase in business, international trade and jobs, and we welcome that whatever the final decision. Our view remains that Gatwick is clearly the best choice. It is the most deliverable option, with the least impact on the environment and the lowest cost. Read the full statement here.

    Ideas launched for new Worthing Hub

    Last week Worthing and Adur Chamber hosted a VIP breakfast meeting to present their latest ideas for the new Worthing Hub.  This Hub for new and innovative businesses will be situated in the Broadwater Campus of Northbrook College and is supported by the Worthing and Adur Council.
     
    The Worthing Hub will be a fantastic base for any business.  It has been designed by Mocha  (www.mocha-furniture.co.uk) to be a state of the art working environment that will provide a variety of workplace settings for all users.
     
    As well as permanent workstations which a business can call its own, there will seven other settings for communal use such as high back soft seating areas for semi private meetings, visitor hot-desking, breakout space, private space and touchdown space.   Internal partitions have been planned to diffuse natural light throughout the space and each desk will have above desk connectivity to charge electrical equipment via both power and USB sockets.
     
    The experience of using the space will be varied, comfortable and productive.  It will also be a space you will be proud to invite your clients into. 
     
    The Chamber, the Council and Northbrook College have come together to provide a wonderful environment for fledgling businesses in the town offering both the setting and the support to kick start local entrepreneurs. Mocha are delighted to have been invited to be involved and be part of the team responsible for such a forward thinking business asset for the entire area.

    Airports Commission backs Heathrow expansion

    A third runway should be built at Heathrow, the Airports Commission has this morning recommended in its long-awaited final report. But Gatwick's chief executive has insisted the airport is "still very much in the race".

    The shortlisted options considered were a third runway at Heathrow, extending an existing one or building a second runway at Gatwick.

    While each of the three schemes shortlisted was considered a "credible option" for expansion, the Sir Howard Davies' commission said it has unanimously concluded that the proposal for a new northwest runway at Heathrow Airport presents the strongest case and offers the greatest strategic and economic benefits  - providing around 40 new destinations from the airport and more than 70,000 new jobs by 2050.

    The report added that the Gatwick scheme is "feasible", but that the additional capacity would be more focused on short-haul intra-European routes and the economic benefits "considerably smaller".

    Sir Howard Davies said: "Over the past two and a half years, the Airports Commission has reviewed the evidence without preconceptions, consulted widely, and followed an inclusive and integrated process. At the end of this extensive work programme our conclusions are clear and unanimous: the best answer is to expand Heathrow’s capacity through a new northwest runway."

    John Holland-Kaye, chief executive of Heathrow Airport, said: "This debate has never been about a runway, it's been about the future we want for Britain. Expanding Heathrow will keep Britain as one of the world's great trading nations, right at the heart of the global economy."

    He added: "We will create the world's best connected, most efficient and most environmentally responsible hub airport at the heart of an integrated transport system.

    "The commission has backed a positive and ambitious vision for Britain. We will now work with government to deliver it."

    But Gatwick chief executive Stewart Wingate insisted that the airport is still very much in the race and that the commission's report makes clear that expansion at Gatwick is deliverable.

    He added: "It is for the commission to make a recommendation but it is of course for the government to decide. So we now enter the most important stage of the process.

    "We are confident that when the government makes that decision they will choose Gatwick as the only deliverable option. For instance, this report highlights the very significant environmental challenges at Heathrow such as air quality and noise impact.

    "Gatwick will give the country the economic benefits it needs and at the same time impact far less people. It is quicker simpler and quieter. Above all - after decades of delay - it can actually happen."

    Worthing and Adur Chamber of Commerce will actively continue to support the Gatwick expansion plans.


    Daniel Humphreys, Leader of Worthing Borough Council, says:

    "In common with West Sussex County Council, we recognise the significant volume of work undertaken by the Davies Commission and will await the Government's response to their recommendations with interest.

    "We must continue to be bold and to press for improvements to our transport infrastructure, ensuring that the Worthing Borough has what it needs to become a world-class business destination, with or without more planes landing in the County."

    "While the expansion of Gatwick Airport may have brought direct benefits to the Adur District, it isn't something that we've been banking on to provide future growth in our local economy or communities.

    What When Where - new look events guide is out now!
    Cover image of the Summer What When Where Events GuideThe Events Guide has taken on a completely new look; a bigger size, the guide will now be produced seasonally. The first guide was for the spring: April & May. The summer edition for June, July & August is out now. Editions for autumn & Christmas will be available later in the year.

    The guide is being widely distributed throughout the district and County, it’s available to view and download on the VisitWorthing website and it’s available at both of the new Visitor Information Points.

    VIP Training success...

             

    Staff at the brand new Visitor Information Points have attended a valuable day’s training. The Welcome Host Gold course focuses on customer service and local tourism knowledge. At the end of the course they all took an exam and passed receiving a City & Guilds Level 2 Award in Principles of Customer Service in Hospitality, Leisure, Travel & Tourism.

    Rugby World cup 2015

    The Rugby World cup is coming to the UK with 12 venues in England hosting matches. 2 of these matches will be at the Brighton Community Stadium on the 19th & 20th September while further matches will be held in the South East at Twickenham, Wembly & the Olympic Stadium.     'Workout your weekend'

    West Sussex County Council have recently launched ‘Workout your weekend – West Sussex` – a campaign aimed at attracting young urban professionals from London to visit West Sussex as a destination for an active weekend holiday, particularly for walking and cycling. A new website has been launched to allow prospective visitors to find out what the County can offer, such as some suggested walking/cycling routes and ‘stories’ from people who have already experienced the beautiful West Sussex countryside.

     You may have heard about or know something of Men’s Sheds?
     
    The new kid on the block is an older man – and he’s making, mending and learning in a community of other guys. The Men’s Shed in Worthing has been established for over two years, is ‘hosted’ by a prominent member of the local business community and is a local success story. Attached is some summary information including a brief introduction to a programme I’m working on called West Sussex Community Sheds.

    There is a plan to establish a Men’s Shed in Fishersgate or Southwick and West Sussex Community Sheds is supporting this aim.

    Have you got a modest sized premises in the Fishersgate/Southwick areas, which could be given a new lease of life as a Men’s Shed.

    What is Men in Shed's?

    Men’s Sheds originated in Australia where some 90,000 men (shedders) are now attending 690 sheds. The shed movement has spread to other parts of the world and in the UK 150 sheds are now open; 71 are in development; 1 new shed is opening each week and 3000 shedders currently involved.*
    So what is a Men’s Shed? Put simply, it’s a larger version of the typical shed in the garden – a place where a man feels at home and can pursue practical interests. Men’s Sheds offers this to groups of such men – social spaces where members share tools and resources, working on projects of their own choosing at their own pace and in a safe, friendly and inclusive environment. They are places of skill-sharing and informal learning; of individual pursuits and community projects; of purpose and achievement; of social interaction and a place of leisure where men work together.
    A shed’s activities usually involve making or mending in wood - e.g. carpentry, joinery, turning, carving, marquetry and furniture renovation. But also included may be metalworking, bike repairs, gardening, electronics, tool renovation, boat renovation, model engineering and there’s one shed where a car has been built!
    Reclamation, reuse and restoration feature strongly – and some say that is true of the men too! Although sheds mostly attract older men, some have included younger men, women and young people. Whichever activities are pursued, the essence of a Shed is not a building, which some don’t have, but the network of relationships between the members.
    “In our sheds we do things for ourselves, our communities and to support ourselves. We have benches and tools and we learn from each other, mainly about how to do things but also about life. We reuse materials, mend the broken and we make things we are proud of. We are more active than we were, more engaged through our projects, we are talking more, volunteering more and we have more friends. We are out of the house and not under our partner’s feet. When at home, we are happier, better company and more helpful. We feel our health has improved. Mostly we organise the Sheds ourselves with help and donations from our communities.”
    So the experience of sheds nationally and internationally is that they are successful in engaging the interest of men, offering opportunities to socialise, to find friendship, to share, to learn and to support each other. The improved health and wellbeing benefits to men through being actively involved in sheds activity is supported by a growing body of evidence.
    In West Sussex there are sheds in Petworth, Southbourne and Worthing, with a Crawley shed soon to open. Informal partnership working over the past six months or so between colleagues in West Sussex County Council Public Health; Adur & Worthing Councils; Crawley Dementia Alliance; Horsham Wellbeing; Men in Sheds Worthing and Groundwork South, has given rise to West Sussex Community Sheds.
    The West Sussex Community Sheds programme looks to build upon the success of the Sheds movement by offering support and access to funding, to encourage and assist the start-up of new sheds. In particular we want to assist those sheds aiming to involve older men who may be experiencing social isolation or where their health and wellbeing could be positively impacted. Also encouraged are those sheds welcoming the involvement of women whose health and wellbeing might be improved through connecting with community organised activity and peer support.
    Having regard to where sheds are currently located in the county, an initial programme focus could be to help the establishment of new sheds in Adur, Arun, Horsham and Mid Sussex.
